The other tale of human rights is different, darker, more miserable in every index, manifest across the headlines almost on a daily basis. One of the reasons human rights issues hardly rile up collective outrage is because we often believe it has nothing to do with us: our human rights are unhampered (we can still go to the cinemas and malls) so it doesn't matter if others' rights are impeded, abused, or unfairly blocked. Some say human rights are a "modern concept", that it goes back only to 1948 with the Universal Declaration of Human Rights. But human rights are as ancient as humans, even the holy scriptures allow that to an extent. The tale of two human rights is a phenomenon everywhere, even in the US, with police brutality and shooting of unarmed black men, for instance.
